Severe flooding after minor rain event

This happens every time it rains, all of the run-off from the park, and even from the main road collects in a pool at the back of the park where sub-surface erosion, caused by a broken water pipe that went for years, has formed a bowl where the water pools.

This run-off carries with it all sorts of debris, including dog and cat feces, oil from motor-vehicles and lord knows what else. All of that stuff then settles in this literal pond where residents whose homes are in the center of it, are at risk of tracking all that into their homes subjecting them to possible heath problems.

Not to mention the damage that the actual water has does to the structure. That’s a topic for another post.

2018-10-17 Harassed by Park Manager Stephen Ramirez

On the evening of October 17th, 2018, the president of the Westwinds Oceanside HOA, Vickie Tillman, and a friend were collecting questionnaires from residents that had been passed out in the prior weeks.

Out of the darkness, the on-site manager approached the two, who were peacefully minding their own business. Stephen began interrogating Vickie, repeatedly asking her what she was doing.

Aside from being a blatant attempt to harass and intimidate an HOA official – this was a retaliatory act perpetrated by Stephen to get back at Vickie for filing for a restraining order against Michelle Ramirez – Stephen’s wife – who – in September 2018, assaulted Vickie when she came up on her like she was going to hit her with a flashlight.

2018-08-29 – Assault on Vickie Tillman by Westwinds Mobile Lodge on-site manager Michelle Ramirez

On 8/29/2018, HOA board member Vickie Tillman was doing some research on the parking problem at the community when she was assaulted by the on-site manager. The assault was completely unprovoked; the on-site manager even admits to that when asked what Vickie said to her to cause her to assault her.

This assault truly affected Vickie to the core. She is a victim of domestic violence, and the way this on-site manager came at Vickie immediately brought flashbacks to when she was victimized in her own home. She thought that she was going to be struck by the on-site manager with the flashlight.

Vickie is a kind and caring individual whose motivation for being a part of the HOA is to help keep the park affordable and to keep it clean and safe. She doesn’t deserve to be harassed like this, bringing her to tears.

2018-04-23 On site manager and his family harass disabled man walking his support dog

My name is Chris Larsen and I’m a resident of Oceanside California. I live at Westwinds Mobile Lodge in the North Valley.

On the morning of April 22, 2018, Stephen Ramirez, the on-site manager for Westwinds Mobile Lodge began recording me while I walked dog, and support animal; Harvey around the park area.

About a year prior to this incident, the park managers put signs up on the fence for the park area which prohibited dogs. This was done without any kind of notice to homeowners and residents, which is a requirement pursuant to 798.25 of the California Mobilehome Residency Law.

It happened again less than a month later – on May 13th – this time, it was an unknown old lady that came from Stephen Ramirez’s house that creepily took video of me as I walked Harvey.

My Mom purchased her home in 2001, in part because of its proximity to the park area where she could easily walk our late dog, Buddy – which we did for at-least a decade, and which we continued to do with our current dog, Harvey.

Even if the rule was instituted pursuant to the MRL, Harvey is my support dog, as well as my pet and he goes everywhere with me – to work, court, everywhere. This is a right that ALL AMERICANS have – accessibility for their support and service animals.

Just a few months earlier, in January of 2018 – Stephen is seen here walking past the park area where his friends that used to live in space 75 – directly across from him – are playing with their dogs off leash in the park area. Stephen, or-course didn’t take video of them. There is a sign on the gate section of the fence – which is just off-camera.

Had the owners of Westwinds Mobile Lodge properly notified the homeowners and residents of the change to the rule which prohibits dogs from entering the park area, there would have been due process whereby concerns could be discussed – like where exactly people are supposed to take their dogs, and it might have brought to question how sanitary it would be if people were forced to let their dogs urinate and defecate on the street.

The current state of the street is absolutely disgusting, every couple of feet are massive stains where a dogs was forced to relieve themselves. There are some residents who are forced to make their dogs defecate on the street – which is highly unnatural, and puts residents at risk of tracking not only urine, but feces into their homes, and puts kids – who play with balls and other toys that are on constant contact with this disgusting, contaminated street surface – at risk for bacterial infections or worse..

Arrest warrant executed at Westwinds Mobile Lodge, at Gunpont

An arrest warrant was executed at gunpoint on a wanted individual at Westwinds Mobile Lodge in the late afternoon on February 20, 2018.

Needless to say, this was a harrowing experience for the residents at Westwinds Mobile Lodge – some of which were terrified that a stray bullet might enter their homes.

The current on-site manager, Stephen Ramirez is friends with the kind fellow that was transporting the wanted individual in his truck when the arrest warrant was executed.

2018-01-23 – HOA board members meet at clubhouse recently vandalized by transients

On the evening of January 23, 2018 – the HOA was to meet at the clubhouse and begin passing out fliers to all residents reminding them of the next HOA meeting. When the president entered the clubhouse,

he found a wrapper for a cup-o-noodles, and a meat cleaver.

God only knows why a cleaver was out, and what sort of things were planned for it; having been sitting out like that – it certainly doesn’t require a large knife such as a cleaver that to have a Cup-O-Noodles.

Speaking of Cup-O-Noodles – I wonder if this wrapper was left by the same person in the video below;

2018-01-19 – On-site manager, Stephen Ramirez allows family member to park car in fire lane, but will call tow truck on anyone else

This video represents the hundreds of occasions where the on-site manager, Stephen Ramirez parks (or allows his family to park) their cars in front of their home – IN A FIRE LANE – for up to a half hour at times.

This would be absolutely all-right, except for the fact that Stephen Ramirez or his wife, Michelle, would call the tow truck company on any other resident at Westwinds Mobile Lodge for parking their car for even five minutes – and they’ve successfully had people’s cars towed.

Stephen will also turn a blind eye when Nick Roque – the on-call on-site manager – or any of his friends for that matter park in the fire lane.

2017-12-14 – Suspicious activity followed by a truck derby nearly hitting a resident’s home at Westwinds Mobile Lodge

On the early morning of Thursday December 14th 2017, a resident was awakened by a loud verbal commotion, the sound of a collision, followed by the sound of metal scraping against metal as engines revved. The video was recorded on a 24-Hour video surveillance system, and it is posted that 24-Hour surveillance is in progress in a conspicuous manner in the vicinity in which the recording was made.

The video shows the two trucks involved, a white cab-over style work-truck, and a smaller Toyota pick-up truck arrive at around 12:45 AM. The time on the video is off by one hour because of daylight savings.

You can clearly see the flicker of a lighter n the cab of the white cab-over truck not only before the collision, but during and also after. One is not merely lighting a cigarette or joint holding a flame that long – that’s for sure. Perhaps a viewer with more experience in this kind of thing – pay attention to the inside of the cab of the white truck.

The police arrived, but they were too late, the two trucks had already gone – but they came back – and so did the police officers shortly thereafter. Near the end of the video you can see the officer advising the concerned resident that everything checked out OK with the two trucks – and to our knowledge, nothing further occurred.

You’ll note the debris that the officer stops to retrieve as he drives away the first time.

At the very end of the video, our on-site security guard is seen checking the area – who stopped to talk with the resident whose house was pretty close to getting demolished.
